I think the most important question is do these rules still apply?? Can congress beat each other with impunity today?

That clause of the Constitution has never been repealed or amended. To the best of my knowledge, it's never been tested in court. One must presume it's still in force.

Personally, I'd love to see a good a*s-kicking in Congress.
