Bad marketing.

There are more spectactors and by-standers than rioters.

If you want to sell the rioters somethnig, sell them sour cream to help with the pepper spray and CS.

The profit margins on the tools of destruction are quite high.... Those ill-prepared folks that either forgot their supplies or didn't pack enough will pay a super premium.

Mind you, I do like the sour cream opportunity.. Kind of a closed market when someone is already in the poop..... My question, can they open their eyes to dig into their wallets to pay?

That suggests that there needs to be some formal organization in place, possibly one that will be capable of assuming full responsibility for events if it devolves into a riot.
You mean like filing an itinerary?

What about their right to associate freely?
To engage in protest?

It really just reads like you want to be the one making the rules, and have the cops enforce them as *you* tell them to. But the city also wants to make the rules, and have the cops enforce them. Whose rights trump whose?
Bingo.
