Obstructionism Built into US System

If the US system of government is not yet broken it seems perilously close. In a recent example of how a single Senator can bring the basic functions of the US government to a halt, Senator Richard Shelby has put a blanket hold on all presidential nominations for various government posts. Interestingly this same senator argued against this tactic when it was employed by his Democratic opponents. The point is that this is a tactic that can be used by either party, creating a roadblock that was never anticipated by those who framed the US constitution. It appears that this tactic was never part of the original structure of the US government. Instead it is a custom that has evolved over time, much to the detriment of US democracy.
