I'd guess they have to set a baseline asking questions like, "Is the sky blue", "Are oranges round", etc. Ask enough of them and you'd get a baseline indicating the judging abilities.
(It wouldn't work on everyone, though. There are a few here at CC that aren't quite "with it".
