Do the American people want it?

Plus, is education a federal or state responsibility? NASA is Federal.

Are you saying that Americans get to choose whether to pay federal or state taxes, that the money for each does not come from the same source?

Tell me more as to how the American system works.

Some where in there though, I hope you answer the questions I have already asked.

https://en.wikipedia.org/wiki/Taxation_in_the_United_States#Types_of_taxpayers

Right in the first paragraph, just like in Canada, everyone pays every level of taxes, local, state, and federal. In other words, if one level increases spending and taxes, unless another level does the opposite,the taxpayer will pay more taxes. So if NASA is spending on Mars, then the feds must spend more and so increase taxes. This increases pressure on state legislatures to try to lower taxes to reduce the tax burden, and that in turn could deprive the state of taxes for education. Just like in Canada, the same person pays all levels of taxes. Money doesn't grow on trees.

It's a helicopter.

Drone is just wrong in multiple ways.

They say it is a helicopter, but it is small and without human pilot, so it is like the drone in this respect.

I think they may use a nuclear battery for this helicopter. Anyhow, it is an excellent idea to see the neighboring regions to their landing site.

======================================================

The question is why don't they go to the slopes of some high mountains covered with ice on their tops? There must be some water springs and water streams and rivers in the valleys of these high Martian mountains.

Why have they chosen the desolate regions as their landing sites?

Obviously they lie about the existence of life on Mars .. water and the good atmosphere there.

If we listen to this man from NASA, almost he may have lied or twisted the truth.. if he is scientific, he cannot rule the existence of life with such certainty .. and notice they say about the existence of civilization .. not the existence of life!

Moreover, what is the importance of finding civilization in the past, rather than finding a present life on Mars?

And while the rover Curiosity uses a nuclear battery, why didn't they use a sound recorder to record whatever animal sounds [a bird shouting or an animal crying aloud or insect screaming] may be there?

Another point: why do they ignore the regions almost having streams and seasonal changes in the images in the slopes of some heights? It is expected that they should concentrate on such regions, so why do they evade such regions if they are not concealing many things about water and life on Mars!?
