I don't know where you got 45% from. Page 137 has non-salary operating at 61.1% which makes salaries being roundabouts 27.8% of overall expenditures.
now then. Out of Fire and Ambulance, Police, Transit, Waste Management and all the other services the city provides, how much of the work would you call "menial"?

I never said any of those jobs were menial, I was referring to the Union floor sweepers etc.
