I`m not quite sure what to make of the 40th session with lots on the agenda and so little receiving Royal Assent whether it Opposition interference on prorougation that seems to have things at a crawl. Your guess is as good as mine.

Looking objectively you can clearly see that it's the society that is incompetent and the good ol' Harper government is very permissive .

It's called democracy, WW. Nothing happens quickly; never has never will. Compare Canada to any other democracy word wide and you will see a similar volume of accomplishments.
