He found 2 probems: first the science was never done. Exactly like the KM expansion. The science wasn't done in both these cases because the science will prove them undoable.

Second, he found that the Keystone does not work to the American national interest. That is a key finding, because the thing was supposed to deliver x,y and z and in fact delivers diddly.
