She is full of shit. He had no choice but go around the posted chain link fence or jog on the rail tracks that are super duper marked and posted.

If the US won't do anything about accidental crossers, Canada should erect a long-lasting chain-link fence along all land borders with the US. It might not deter those who intend to cross illegally, but it would stop at least those who could do so accidentally. It would be embarrassing for Canada to have someone accidentally cross the border into Canada.
