Every law, be it secular or religious, holds a compulsion to act against a perceived evil, which is usually a sub group of the society.

In fact, in some countries, there are laws that say that if you ignore the compulsion to stop or report a crime, you are liable to charges.

Good Samaritan laws are what some call those.

That way lies tyranny and oppression.

Then most Western and other free nations and countries have oppressive governments and are tyrants, as all their laws hold a compulsion on the citizen to action against any perpetrator.

You're conflating philosophy with the law as if they were the same thing. They're not, I don't see the relevance of your argument at all.

I was showing that law, which is more from a philosophy and ideology than religions, always has a compulsion factor.

Religious laws also have a carrot stick methodology and compulsions.

That is the relevance.
