Why do government leaders, members of parliament, and diplomatic personnel need immunity against prosecution? What proportion of parliamentarians has been indicted or convicted for offences? Who holds this information?

Without immunity we couldn't attract the "best and brightest" thingy that we are told we need to have. I don't think I understand what "best and brightest" means anymore.
