Use the US as an example that all you have to do is pay the yearly interest and the total amount can be as high as you want it to be. A way to have the carrot and the cake at the same time.

The goal should be 90% unemployment and the unemployed are given an income that keeps them from getting bored as long as they spend in in the country.

Yes, indeed. We are heading for precisely that kind of feudal system. The catch is that no one is goung to give the 90% a penny for being non-productive.

Nice idea, though.
