A thing to keep in mind about Reform-conservatives versus Tory-conservatives is that Mulroney, regardless how much you hated him, never muzzled his cabinet, plus he always maintained a dialogue with the press.

That was back in the days when people understood they were living in a Democracy, dependant on feedback.
