1. Handle the byzantine needs of large governmental bureaucracy ?
2. Be able to find people for the right price to risk their lives building infrastructure for a scared and cowered people who won't help you ?
3. Be large enough a corporation to handle the inevitable accusations of malfeasance and mis-use of funds ?
4. Have the experience of handling such unweildy logistics that would test the ability and sanity of many ?
