I'm sure the relationship holds in the reverse as well, American cyber-intelligence is probably as active if not more so.

Maybe, but from what I've read so far the American "cyber-intelligence" was asleep. Seems no one bothered to try and protect our power grids. We did a test where a hacker was able to overload and destroy a generator. It would take up to 3 years to replace that generator. A couple of years ago someone (they are pretty sure it was China) monitored our computers as they were directing battles in the mid-east. They did not do anything, just watched and we had no idea what was going on. I hope we have elevated our security and surveillance by now.
