I am thinking this is not what it seems, and that the guy really was not a stranger!

Yes I think she should be charged and in doing so, look more into a possible association with this mother, and the sex offender/murderer.

Looks to me like the opening definition fits the situation just fine if it happened as the media claims. And the scope of what follows is simply for illustration purposes. If someone in the legal system wants to run this one up the flag pole, they'll be able to.
