Take away all the subsidies and the prices goes up pretty quickly as you add in the total costs rather than current costs per barrel.

Russia already said it would discount oil so it is lower than OPEC could go. Even though some would be Iranian and Syrian. ISIS set the standard, oil in exchange for economic development.
