How about the Feds giving us the option of any recipients of the Federal Energy Rebate can send it back and they will build windmills with it.
The windmills will give us free electricity once set up, for about 100 years with a little maintenance. Very little, and if paid for upfront, IT IS ALL FREE ELECTRICTY. No investment makes more sense at this time.
It would cut our GGas emissions... {but it will give us credits to use so we can pollute more!! [silly clauses]. }
