That actually has some merit that I have never considered . I am sure federal spending in Ontario must be hugely tilted towards Ontario . Yikes So really all those years that Ontario was the engine of confederation it was still really the west and north .

Some seem to forget, before 1947 Alberta was a wasteland where some
made more money collecting gopher tails than farming when prices were
low. I am not calling Albertans lazy, or any other generalizations it is just
fact. The cycle changes from time to time and we need to understand
that. Ontario once led the contribution list BC played a major role as well.
Now with the offshore oil and gas NS and NFL will be have Provinces and
sending their share to Ottawa as well.
The Country is called Canada, not a collection of self centered Provinces.
Alberta has contributed a great deal and most understand the nation and
how it works. There are some who still don't understand and they likely
never will

The whole program was set up when Quebec controlled the legislature and ironically they are the only province that has always been on the receiving end of payments.

As for Quebec they are the Province that actually puts the transfer money into
real programs. Here is the problem. We in the west and the east get our money
from Ottawa in transfer payments. some is skimmed off for this and for that and
Quebec set up its own pension plan therefore when the Federal thieves raid it
for surplus money Quebec is not included. When the EI fund is raided the province
is no part of that. daycare and other programs see the same thing. Quebec
actually put its funding where it was supposed to go. It then becomes a matter
of bookkeeping and they have mastered that too. Provinces should take the money
from transfer payments and set up their own vehicle to deliver our own programs.
