I think a viable moon base could be built if it was built underground or into the side of a mountain. Maybe I've read too much Heinlein------All his moon dwellings were underground tunnels and caverns. I don't remember any of the Appollo missions being hit by meteorites. I can't remember what happened to Appollo 13, but I think it was an internal problem.
