Jay, I would think that they are contrasting regulated, public child care to unregulated, unlicensed child care givers who aren't related.

Five, other than relatives, I humbly suggest that other forms of daycare are regulated and licensed. My wife has operated as a home daycare provider for over 20 years, and she is regulated to death, and has to continually upgrade. She, and the agency she works for, is also fully licensed with regular inspections by Social Services. The real issue here is that the majority of kids in child care do not attend the "Kids-R-Us" monolithic daycare facilities envisioned by the Liberals, and the Liberal idea does nothing for rural kids, or for parents who work irregular hours. That is the biggest reason the Liberal idea would not work, simply because it targets the minority of kids and parents requiring daycare. More spaces in downtown Calgary does not help the rural folk in Youngstown who need child care from 7 am to 8pm.
