Not the same thing at all. Carter was involved in a State to Sate conflict of dispute.
Iran was holding hostages and threatening their lives after occupancy of the
Embassy this is a far cry from going after an entire people regardless of whether
they are in ISIS territory or not.
Carter may have acted a little Nationalistic Trump is little more than a fascist.
I do agree there has to be some scrutiny of who is coming in but everyone? That is
as crazy as saying he will deport Millions of people to Mexico or they will pay to build
his wall.

It isn't even necessarily wrong by today's standards. The U.S. was in a de facto war with Iran. They (and we) restricted if not completely closed off our borders to Germans, Italians and Japanese during WWII. To compare that with not allowing our NATO allies from Turkey in because of their religion is beyond ridiculous. ES is just silly.
