With the approval of the Obama administration, an electric car company that received a $529 million federal government loan guarantee is assembling its first line of cars in Finland, saying it could not find a facility in the United States capable of doing the work.
Vice President Joseph Biden heralded the Energy Department's $529 million loan to the start-up electric car company called Fisker as a bright new path to thousands of American manufacturing jobs. But two years after the loan was announced, the job of assembling the flashy electric Fisker Karma sports car has been outsourced to Finland.

GM constructed a new 1 million sq. ft auto assembly plant just on the outskirts of Shanghai, China. Now they are turning out 70,000 GM vehicles a month. Now GM is thinking about asking the Congress for another loan so they can pay their Executives another six figure Bonus too. Go figure.

This has been going on for decades. In fact this sort of scam was described in detail by Robert Reich in his 1990 book The Work of Nations in which he details a number of such blunders under the Reagan administration. This is an ongoing problem in both the US where large corporations apply for government grants and then contract out the work to overseas subsidiaries. Do not expect it to stop until the US changes the law allowing unrestricted financing of US politicians.
