Can art go too far?

It's said that art is in the eye of the beholder.

But sometimes, that "beholder" can be an outraged citizen claiming poor taste has reached the proportions of a criminal offence.
In recent years several artistic projects have caused an outcry and transgressed taste boundaries. In some cases, the police have been involved and criminal charges laid.
There are several high profile examples of art that shocks and creates a public outcry. In one recent case, a Toronto museum fundraiser was disrupted by a bomb hoax later described as an art-school project.

So when does art cross the line? Should artistic expression be curtailed? Or are we often too sensitive and cautious?
