You make it sound as if there was a coherent government of some sort, there.

The Chinese government willingly bought opium. So they weren't bothered about opium in their country.

It's a myth which has somehow been perpetrated that the Chinese government didn't want it in their country and they fought the British to prevent the stuff entering their country.

There wasn't what you'd think of as a "Chinese" government in the middle of the 19th century. There were not a lot of national governments around, anywhere. Germany, Italy, Canada ... those entities were still well into the future when the Opium Wars happened.
