This ties in with your conspiracy - using any excuse at all to give "moral reasoning" to their assaults. Using the Hezz Rockets as an excuse... but not really going after them.
The type of missiles being fired by Hizbullah at Israeli cities cannot be fired from within houses, mosques, hospitals or even UN facilities as has been suggested by the IDF. Due to the massive "back-blast" caused by the rocket launchers of these missiles, they can only be fired from open ground. To fire them from within a building would result in the instant death of the missile crew and probable destruction of the missile before launch.

It is becoming a well-known TACTIC anymore - keeping up the false pretext for attacking other nations. The USA did it in Iraq, and Afghanistan.
{Funny how those same reasons did not apply to Saudi Arabia and Pakistan where MORE terrorists came from and hide out and get support for their actions against the USA...}
