How is it that the US has already passed such an Act and Canada hasn't?

This is far more fundamental than the question of whether the Government should fund public media? We can spend all the money we want on public media, but if the Deaf can't access it, then of what use is it?

In fact, should we require private media to provide closed captioning, that would be far more useful to the deaf than public media that isn't required to provide it.

You going to dictate what private media can show as well? Or what time of the day certain shows can be on? Oh wait we already do that.

You're not willing to pay a little more as a consumer so the deaf can access media too? If it's not the government's job to look out for the most disadvantaged, then what's the point of having government at all?
