The warrent gave them the right to enter the premisis. Whether they had the right to shoot anybody is another matter. And I also think it is generally considered impolite to not bring along someone from the actual jurisdiction even if it was fully legal without (to enter premises).

I think all you need is a sympathetic judge. The judges are provincial or federal not city so the address doesn't matter.
