I think block heaters are standard in Regina. But not too many use the trickle chargers. Of course in Toronto most people don't even know what a block heater is. And even if they did there is no place to plug them in.

13-16. They will get a slap on the wrist. A sternly worded letter added to their permenant record which will then be sealed and forgotten about.
