BEIJING (Reuters) - A Chinese city suburb has set a bounty on dead flies in a bid to promote public hygiene, Xinhua news agency said Tuesday.

Now, isn't this really promoting BAD hygeine, not good? Because it seems to me if a household or especially a neighborhood is practising good hygiene, there will be no flies to cash in on. Whereas if you leave a rotten pile of meat in your backyard, you have a continually replenishing bounty source. Am I the only one who finds that odd?
