when bullets fail theyll use bigger ones... that cause concussion. so you use chaff anti rocket / mortar launched weapons

then you set up a "permimiter"

you gotta wonder how smart a road is with all them rockets flying around though.. think about upkeep costs.

ps why the hell are they building a road in a warzone?
