Here is an article illustrating how LIE-berals and insurance companies plan to pick our pockets in order to pay for their own carelessness! With some comments of my own in brackets):
‘Resilience Bonds’: A Secret Weapon Against Catastrophe
The costs of natural disasters are becoming too much to bear – and it’s driving up premiums no matter where you live. The solution may be a transformative type of insurance never seen before.

In a conference room overlooking downtown Miami, British executives are talking about why they know south Florida’s streets so well. It isn’t because of the sunshine. It’s because of the area’s risk for disasters like hurricanes and flooding.
“There are hundreds of my colleagues… who know the zip codes of these counties in this part of the world almost as well as the residents here,” says Rowan Douglas, head of capital, science and policy at the London-based risk management group and insurance broker Willis Towers Watson. “This area of the world is protected to some degree by a global community of everyone else who buys their insurance policy. My mother-in-law in northwest Spain is sharing risk with Florida."
No policy or premium stands alone. Our global economy is so intertwined that if you buy insurance, you’re helping to cover the fallout from far-away crises, whether an earthquake in Mexico or flood in Louisiana. As a result, nearly everyone’s pocketbook is affected by one simple fact: rebuilding after a major catastrophe nearly always costs more than preparing for it in the first place.
(That`s nice but we need to ask HOW MANY of the disasters are MAN MADE! It has been nearly 30 years since retired university prof Silver Donald Cameron wrote his book “The Living Beach” to document - among other things - exactly how federal aid was CONTRIBUTING to the problem of storm surges!)
(We know continental drift is a real thing - and that east coast North America is crumbling as a result! This means that a house built on the coast 100 years ago would be high and dry - but 100 years of erosion from NATURAL CAUSES - will result in that same house ending up DANGEROUSLY CLOSE to high water mark!)
(Thus - when federal govt steps in with aid to people who either don’t have insurance or had very little - it ENABLES people to RE-BUILD in that already proven DANGEROUS SPOT! It would be a MUCH BETTER INVESTMENT to offer that govt money with STRINGS - meaning if you want the cash you MUST move inland to some safer spot! Govt aid methods are so out of whack that Cameron has documented cases where houses get washed away and thanks to govt grants - the owners build an EVEN BIGGER house at the same dangerous location!)
(WE know also that virtually all of our city drainage infrastructure was planned and installed about 100 years ago - when cities were MUCH SMALLER! And we KNOW that the more roofs and more pavement you instal - the FASTER AND LARGER will be the amount of rain water runoff as cities DO NOT soak up and hold rain water the same way that forests or hay fields will do!)
(Thus the LIE-beral habit of IGNORING storm sewers and drainage means we end up dealing repeatedly with RAW SEWAGE flooding into our basements - from treatment plants over loaded with rain water!)
(Even worse - older parts of the city see roads washed away and buildings damaged by flooding such as has occurred several times in recent years in the City of Peterborough - and yet that flooding has ABATED now that the city has installed larger drain pipes and retention ponds to match the INCREASED city size and limit flood damage! But then that insurance agent at the beginning of the article DID SAY rebuilding was more costly than PREVENTION! To bad LIE- berals cannot be bothered wasting their gravy on mere prevention!)
(In the Town of Whitby there has been explosive growth in the population - with multiple housing developments in the north of the city - with storm drains for those newly developed tracts simply connected to the EXISTING drains - with predictable results - a number of houses in OLD areas down stream from the new housing experienced 2 flood episodes in 5 years - and the city whined about global warming and then as public RAGE grew - the city went ahead and installed some larger drain pipes and built a number of retention ponds to hold rainwater and release it more slowly and more safely!)
(And is it not AMAZING? Every time a city instals IMPROVED infrastructure - the flooding issue ALWAYS GOES AWAY!)
And climate-related disasters (like droughts and tropical storms) are getting more common. From 2005 to 2015, the UN found there were 335 weather-related disasters each year across the globe, almost twice the number seen from 1985-1994. The average catastrophe also is getting more expensive. While the inflation-adjusted cost of natural disasters was about $30 billion annually in the 1980s, it’s now more than six times that: an average of $182 billion a year.
(And we also need to ASK whether building methods and materials used, play any part in this wind and storm damage? Builders are under HUGE PRESSURE to pinch pennies whenever possible! How bad can quality control get? Recall that Ontari-owe LIE-beral premier Wynne-bag WAS FORCED TO ADMIT that the steel box girders fabricated for bridges over highway 401 - the biggest and busiest in Canada - all HAD TO BE SCRAPPED due to faulty welds!)
(Or consider the bridge in Nipissing - commissioned by Wynne-bag LIE-berals that was built by a Spanish company with NO EXPERIENCE of working in a Frost Zone and that bridge BUCKLED within 6 months of being completed! So how much of storm damage is the result of CRAPPY work or bad materials?)
Governments have improved at implementing policies that protect against some types of disasters. For example, zoning laws can restrict the population living in hurricane-prone areas. But it hasn’t been enough. From 2003 to 2013 alone, natural disasters caused $1.5 trillion in damages, killed more than 1.1 million people and affected more than 2 billion. At the same time, it’s not as if governments are finding they have more room in their budgets to clean up a crisis – or to build the resilience measures that could help prevent them.
Enter a new idea that could transform not only the global economy, but how disasters affect us: a resilience bond. As well as guaranteeing help to communities after a catastrophe, it would help fund projects and strategies they need to become less vulnerable to begin with. “Resilience bonds are, in my view, the next exciting and innovative frontier in infrastructure and resilience finance,” says Samantha Medlock, former senior advisor to the Obama White House on resilience and now senior vice president at Willis Towers Watson.
(This is corporate speak meaning - insurance companies PLAN TO PROFIT from persuading govt to pick our pockets to get the money to BUY these resilience bonds - with insurance companies HOLDING all the cash and investing it FOR THEIR BENEFIT and then doling out A PORTION of the cash when we need it!)
(The resilience bond model is simply a govt mandated form of life insurance! The only way to GET AHEAD with such a plan is to DIE YOUNG - before your premiums exceed the amount insurance will pay back!)
(Even WORSE- the bonds will take money out of our pockets simply to later help clean up some of the wreckage - but WILL DO NOTHING to alleviate the sloppy infrastructure and poor building methods that CONTRIBUTE to the problem!)
(Consider again the people in Whitby with RAW SEWAGE in their basements - no doubt they are happy about getting some insurance money to cover PART of the clean up cost as some help is better than nothing - but THEY DID PREFER the govt build those retention ponds so that sewage flooding WOULD END!)
The concept is part of an overall trend, experts say, that could transform how communities work: as risk modelling has become more and more sophisticated, the private sector is getting closer to being able to turn not only risk, but resilience, into numbers.
(Insurance companies are telling us that govt penny pinching is putting us ALL at risk! During the BIG ICE STORM a decade back - we in Ontari-owe and Quebec discovered the HARD WAY why power line clearing IS IMPORTANT! OPG had been PINCHING PENNIES and slacked off line clearing with the result that the ice storm toppled huge numbers of trees onto power lines and blacked us out for days!)
It’s like a life insurance company being able to tell you not only how likely you, specifically, are to have a heart attack in the next five years, but also exactly how much walking a half hour a day or cutting out red meat could reduce that risk… and what that increase in health is likely to be worth, in cash, to your future.
(Oh that is a MIXED UP METAPHOR - since it is largely govt the will regulate and HINDER the heart attack victim in protecting himself! Govt PREFERS NOT to pay for infrastructure upgrades - which is why our lakes and rivers fill with raw sewage after every rain! And it is why Toronto has so many hydro vault fires as old junk melts down under heavy new loads!)
(Toronto Transit Commission DOES NOT wish to discuss why - after so many decades - its subway stations are suddenly prone to flooding in densely populated parts of the city - where THERE IS NOT ROOM to build rainwater retention ponds quickly or cheaply! Toronto Silly Hall boasts about the HUGE NEW underground holding tank it is building near the Portlands in a more lightly populated part of the city - meaning they can tunnel and excavate without worrying about building foundations collapsing - the city is boasting that their new cavern will help clean up our beaches by allowing bacteria in rain water runoff to be treated -but THEY WILL NOT ADMIT that the tank will also alleviate flooding of basements with sewage during rain storms!)
That ability to put ‘hard numbers’ on what previously have been seen as ‘soft’ concepts, like the value of resilience, is huge, industry insiders say. “It will be a financial and scientific revolution, and it will save billions of dollars and thousands, if not millions, around the world of lives,” says Douglas.
(And HOW will having money available to RE-BUILD help protect people from storms in the first place? We are back to the question about which you would prefer - help cleaning up after a disaster - or timely action to PREVENT the mess from occurring in the first place? Most of us prefer action to prevent the problem!)
Resilience bonds could help places vulnerable to natural disasters, like Mexico, better prepare for catastrophe - not just help clean up after it.
(But the executives were trying to sell their idea in Miami? How does getting Miami to spend tax money protect Mexicans? And where does Haiti fit into this as it has been VERY HARD HIT by hurricanes? This all sounds like a typical LIE-beral Bait and Switch Scheme! Robbing Peter to pay Paul - and isnt that the sort of scheme LIE-berals are best at! When a LIE-beral or an insurance exec starts talking about how they can save you money - WATCH OUT!)
