OTTAWA — The Canada Border Services Agency is looking once again for a handful of stunt actors to be thrown down, handcuffed, searched and beaten to help train new recruits.
The agency has posted bid documents online, looking for a company to supply actors for its training centre in Rigaud, Que., between Ottawa and Montreal.
The documents outline how the stunt actors will act out up to 15 situations a day, such as feigning nervousness while trying to smuggle drugs across the border in a car, to help the agency assess the skills of new border agents.
The people hired can expect to be handcuffed, thrown, held down using “pain compliance techniques,” and hit by trainees’ fists, feet or batons.
They also must avoid any personal relationships with the recruits or CBSA staff “in order to keep it at a professional level only.”
Bidding for the one-year contract closes in early September, but the documents don’t list an expected price.
The CBSA has yet to respond to questions posed to the agency this morning.
It’s the second time this year that the agency has gone out looking for a company to supply it with actors, and it appears that some of the feedback from that earlier work has been incorporated into the new contract offer.
For instance, the bidding company has to have at least 12 months experience over 10 years finding professional stunt actors, instead of the 36 months over five years after the CBSA was told the latter target would be difficult to hit.
The government’s procurement website doesn’t list a contract awarded for the last offer, which closed in early April.
The bid documents posted Monday say actors will need to know how to use a pistol, speak both official languages, and have completed the national firearms-safety course.
During simulations, they will have to wear their own clothes, along with safety gloves, forearm pads, knee pads and shin guards, among other safety gear provided by the winning company.
The goal is to have “professional stunt actors” on hand to “act out the scenario while taking into account the reactions of the persons being assessed,” the bid documents say.
“The actor must be able to recreate different behaviours while respecting the context established by CBSA instructors and being able to be physically restrained using the prescribed control and defence tactics related to the use-of-force continuum and CBSA policies.”
Border-agent recruits spend 18 weeks in training after completing up to 50 hours of online distance learning. They then work in various spots across the country as officer trainees.
More than 300 recruits are trained annually by the CBSA.

OTTAWA — Maxime Bernier says that if he becomes prime minister, his government would slash immigration and refugee numbers, build a fence to block asylum seekers from walking across the border, and end a program that lets immigrants sponsor their families to join them.
With his People’s Party of Canada is barely touching two per cent in opinion polls, the Quebec MP chose to hit one of his key themes at an event in Mississauga, Ont., a western suburb of Toronto.
“I can understand why immigrants would want to bring the rest of their extended family here, including older ones who will benefit from our health-care system,” Bernier said in the prepared text for his speech Wednesday evening. “But we cannot be the welfare state of the planet.”
He pledged to reduce the number of immigrants admitted to Canada each year to 100,000 or 150,000 at most, if the economy and “other circumstances” allow that many. Canada currently admits about 350,000 immigrants.
Bernier said Canada must look after its own citizens first, and focus on newcomers who bring economic value to the country.
He denounced “mass immigration” and “extreme multiculturalism,” saying that these policies would lead to “social conflicts and potentially violence.” These ideas have nothing to do with freedom, his speech said, but rather “a very dangerous type of social engineering.”
He identified “Islamism or political Islam” as a threat to “our values and way of life.”
And Canadians agree with him, Bernier said, citing polls suggesting up to half of respondents think immigration levels are too high.
Bernier promised to make each immigration applicant go through a face-to-face interview with a Canadian official to judge the applicant’s values and his or her acceptance of Canadian “societal norms.”
He cited one of his nominees in Ontario, Salim Mansur, who has written that official multiculturalism is a lie.
“A lie based on the idea that all cultures are equal,” Bernier said. “A lie destructive of our Western liberal democratic heritage, traditions, and values based on individual rights and freedoms.”
Finally, on refugees, he pledged to build fences at popular crossings for migrants between official ports of entry — including a popular one in Quebec — and to rely on private sponsorships for funding new immigrants rather than government support.

OTTAWA — The Canada Border Services Agency says it plans to amend bid documents looking for stunt actors to clarify that they may get punched or kicked during training with new recruits.
The agency posted bid documents online Monday looking for a company to supply actors for its training centre in Rigaud, Que., between Ottawa and Montreal.
The documents outline how the stunt actors will act out as many as 15 situations a day to help the agency assess the skills of new border agents, and warn that people hired should expect to be handcuffed, thrown, held down using “pain compliance techniques,” and hit by trainees’ fists, feet or batons.
A spokeswoman for the agency says the request for proposals, as the document is known, will be amended to let professional stunt actors know “there is a potential risk … of physical contact that cannot be entirely mitigated.”
Hiring the dozen or so actors expands a pilot project the CBSA launched in May to replace instructors with professional stunt-actors during training sessions.
The CBSA won’t say what the budget is for the year-long contract on offer, citing the ongoing bidding process that closes in early September.

LILLEY: Trudeau shortchanging Ontario on immigration payments

Ontario is getting screwed by the feds big time when it comes to the massive costs associated with immigration and refugee cases.
From extra social housing costs to legal aid fees, Ontario is being short-changed by a federal government more interested in picking fights than paying for the services they are responsible for.
The most recent example is a letter from federal attorney general David Lametti to his Ontario counterpart Doug Downey. Downey had written to the feds asking them to pay their fair share of the cost of legal aid cases involving immigration and refugee files.
Lametti’s response could be summed up as “get lost” with a finger wagging lecture added on for good measure.
Ontario’s beef with the federal government is pretty simple — the province takes in the bulk of immigration and refugee cases and many of the people behind those cases ended up seeking legal aid. Despite immigration and refugee issues being a federal responsibility, the feds are not funding that part of the equation the way they should be.
As Ontario’s auditor general Bonnie Lysyk pointed out in her report last December, the number of immigration and refugee cases serviced by Legal Aid Ontario has increased by 158% between 2013-14 and 2017-18.
Despite that, Ontario gets far less funding from the federal government than other provinces.
“We noted that, in 2017/18, British Columbia’s federal funding portion was 72% of total funding, and Manitoba’s was 90%. For Quebec, the federal funding portion was 69% of total funding in 2016/17. In contrast, Ontario’s federal funding portion was only 37% in 2016/17 and 39% in 2017/18,” her last audit stated.
To put this in real dollar terms, last year the immigration and refugee cases in Ontario cost Legal Aid $45 million and the federal government contributed $16.9 million.
That’s a $28.1 million difference.
If that money is going to immigration and refugee cases, a federal responsibility, then it can’t go to bail and other trial related issues that are primarily a provincial responsibility.

Yet in his response to Downey, Lametti simply lectures.
Oh, and he promised that there was an increase of funding in the last budget of $16.2 million to be spread across the whole country. That won’t even close the gap for Ontario.
At least he didn’t call Downey “unCanadian” as Immigration Minister Ahmed Hussen did last year when Lisa MacLeod, then Ontario’s minister dealing with immigration issues, asked the federal government to reimburse Ontario and its municipalities for the increased cost of housing the thousands of illegal border crossers.
On that note, did you hear that the number of people crossing illegally was up last month? Not only compared to the previous month but also compared to June of last year.
This is a federal problem and one that the provinces and municipalities have been left holding the bag on.
It simply isn’t fair.

Ontario has been asking the federal government for about $200 million just to compensate for the extra housing, social services and educational costs of the people who have been coming across the border at Roxham Road.
Thousands of those people have ended up in Ontario, mostly Toronto and Ottawa, but so far, the feds have not paid up. Recently they gave $71 million to Toronto and $17 million to Ottawa but that still leaves about $112 million outstanding and as the months go by, and more people come, that figure will continue to rise.
We all know there is no love lost between Prime Minister Justin Trudeau and Premier Doug Ford. Issues like these shouldn’t come down to personalities though.
The constitution is clear that immigration is a federal responsibility, which means they should be footing the bill.
Unfortunately, this is simply another case of Ontario getting short-changed by the Feds.
With the province still dealing with a deficit of over $11 billion and a staggering debt that grows by the day, Ontario taxpayers shouldn’t have to foot this bill alone.
This bill needs to be paid by the Feds, it’s time for Trudeau to treat Ontario fairly.

ILLEGAL BORDER CROSSINGS ON THE RISE
The number of people crossing the border illegally into Canada jumped again in June after slowing earlier in the year.
Numbers compiled by the RCMP show that 1,567 people were intercepted coming into Canada in the month of June. That is not only higher than the 1,196 who crossed illegally in May, it also surpasses the totals for the month of June in both 2018 and 2017.
As has been the case for most of the past three years, the majority of those intercepted — 1,536 — came in via Quebec at the infamous Roxham Road crossing. The Mounties intercepted 26 people in Manitoba and five in British Columbia.
In the first six months of 2019 the Mounties have apprehended 6,707 people entering Canada at unofficial border crossings. That compares to 10,744 in the first six months of 2018 and 4,060 in the first six months of 2017.
The number of people crossing into Canada illegally from the United States spiked in 2017 after Prime Minister Justin Trudeau reacted to American President Donald Trump’s promise to deport non-citizens who were not allowed to be in the US.

CBSA agent's conviction for sex assault, extortion of woman facing deportation overturned

HALIFAX — Nova Scotia’s highest court has ordered a new trial for a former Canada Border Services agent who was found guilty last year of sexually assaulting and extorting a woman facing deportation.
Chief Justice Michael Wood of the Nova Scotia Court of Appeal wrote in the decision released Wednesday that trial judge Suzanne Hood of the Nova Scotia Supreme Court made several errors in law in the original conviction of Carie Dexter Willis.
Willis launched an appeal last year of his conviction and six-year prison sentence.
Writing on behalf of the unanimous three-judge appeal panel, Wood said that Hood subjected Willis’s evidence to a “high degree of scrutiny, often on issues of marginal relevance,” and didn’t apply the same standard to his accuser.
He said that was the case over the issue of whether Willis, 59, was circumcised.
The accuser had testified he was not circumcised, but both Willis and his wife testified he was. Wood called this a “significant contradiction.”
According to the decision’s summary of facts, the woman arrived in Canada as a student in 1996 and was turned down for refugee status in 2003.
The charges against Willis arose from the woman’s allegations that he induced her in 2003 to enter into a non-consensual sexual relationship in exchange for his ensuring deportation proceedings against her would not proceed.
Willis had testified that after he told the woman about the deportation arrangements, she missed her flight and he never saw her again until after he was charged in 2016 and the case came before the courts.
Wood said the two versions of the facts were “starkly different,” but the trial judge tended to be more accepting of the complainant’s account.
The woman testified about a sexual relationship which spanned several months and included intercourse one or two times a week for the final month or so.
At trial she was asked to describe Willis, and she said that she knew he was not circumcised. Both Willis and his wife testified that he was circumcised.
“This obvious contradiction, on a point about Mr. Willis’s anatomy, was potentially significant in the context of a case with so little corroborating evidence on either side,” Wood wrote.
“The trial judge did not mention this contradiction in her decision. She sets out the testimony of (the woman) on the issue but not the evidence of Mr. Willis or his wife. We do not know why.”
The couple’s evidence, “which potentially goes to the heart of the complainant’s credibility and reliability, is not referred to,” the chief justice noted.
“I am satisfied that these examples illustrate unbalanced scrutiny placed by the trial judge in her assessment of the evidence of the Crown and the defence.”
The decision overturns the conviction and says Willis, who now lives in Montreal, will remain free on bail conditions until his new trial.
The appeal was heard on June 11.

MANDEL: South American thieves flock to GTA, stay as refugees when nabbed

The man in the prisoner’s box came here as a tourist — but he had no plans to visit the CN Tower.
Instead, he and his Colombian pals arrived at Pearson airport earlier this year on Mexican passports. Unlike Colombians, Mexicans no longer require a visa to Canada thanks to the Liberal government’s change of policy as of Dec. 1, 2016.
Immediately upon arrival, according to police, he and his three compadres went to work — one of many South American crime cells that have come through Mexico and gone on to steal millions of dollars in high-end home break ins, distraction thefts and boosting from expensive shops.
And like the accused in the box, many quickly claim refugee status if they’re caught and enjoy welfare and legal aid as they postpone their deportation.
“It’s called criminal tourism,” a frustrated undercover officer — who asked that his name, special unit and GTA police service not be identified as they’re currently in the midst of a project targeting South American thieves — said outside of court.
Since the visa requirement from Mexico was dropped, his team alone has arrested 120 foreign criminals and laid 400 theft charges.
“It’s time the public knows,” he said. “It’s all being swept under the table.”
“The majority are Colombian nationals who are obtaining, probably with help from someone in the Mexican government, legitimate Mexican drivers’ licences and passports under fake identities which give them free access to Canada,” he says.
Many of these break-and-enter specialists, known as South American Theft Groups, have records in their own countries and are being dispatched by cartels, the detective said.
“They’re being told where to go, where to get accommodation, vehicles, cellphones and what wealthy neighbourhoods to target,” he added.
Their strategy is simple: send the woman to the door in a headscarf. If no one answers, break in through the back, head to the master bedroom and zero in on jewelry, designer goods and cash.
“The only good news is they’re not into violent crime. They’re purely here to make as much money as they can before they go back,” the officer said.
Most arrive between April and October and leave before winter.
“They don’t like the cold,” he said with a laugh.
The 31-year-old suspect in the prisoner’s box — we’ll call him Juan — and his group were under police surveillance when they were nabbed executing a trademark distraction theft: they’d punctured the tire of a man they’d seen withdrawing a large sum of cash at a bank.
They followed the vehicle, the detective explained, and when the tie went flat, one of the group offered to help change it while another stole his $54,000 in cash from the car.
Once under arrest, Juan made a refugee claim, of course. He also applied for bail but was denied after it turned out his sureties didn’t even know him — they’d been paid by his compatriots to vouch for his release.
On this day in court, everyone expected a guilty plea had been worked out. But then Juan fired his lawyer and demanded Spanish-speaking counsel, so another hearing date is set. And naturally, his legal defence and court translator are all courtesy of taxpayers.
Infuriating? It gets worse, the cop continued.
In a recent case, a Colombian woman who arrived through Mexico with her daughters was arrested as part of one of these theft cells and then proceeded to claim refugee status. She pleaded guilty to theft under $5,000, got a 90-day sentence and is now free on an immigration hold while her refugee case is pending.
“She and her daughters are now living in a brand new $1,400 a month apartment — all being paid for by welfare thanks to Joe Blow the taxpayer,” said the detective. “And one of the daughters has had a baby. So the chances of the family being deported now are zero to none.”
“It’s frustrating. It’s really frustrating.”
It also doesn’t help that these crime tourists are only receiving a judicial slap on the wrist.
“The sentences are so lenient that we’re finding that there’s no deterrent,” the detective said. “They just see it as an occupational hazard. They do their three months in jail and get deported home.”
And they’re all the richer for it.
No wonder we’re such a popular destination.

Woman in anti-immigrant rant sent to CAMH

A woman holding a Vote Andrew Scheer sign was captured on video outside Toronto City Hall spitting on a man.
A woman arrested after a racist rant that ended with her allegedly assaulting several police officers and a man taking video of her has been sent to the Centre for Addiction and Mental Health for assessment.
Justice Cathy Mocha ordered that Talya Davidson, 28, be assessed and appear in court again on September 12.
Davidson made headlines when a video of her holding a sign reading, “Vote Andrew Scheer” was posted to the website Reddit. In the video Davidson is seen spitting on the person recording the incident and making racist statements.

“This is a place of men,” Davidson is heard saying in the video several times.
“This is a beautiful country and you can’t f– it up, you savages,” she said, before spitting on the man recording her. “You don’t belong here.”
Davidson was immediately denounced by Scheer and several top Conservatives as not speaking for their party. Her Facebook profile, started just days before this incident, stated that she supported Scheer to support the patriarchy, something the Conservative leader has not campaigned on.
Her online footprint, as well as the video itself, had many believing that she was part of a hoax to make Scheer look bad. Photos of Davidson appearing at events hosted by far-left publication Now Magazine in Toronto were readily available online.
Her former boyfriend, a Venezualan immigrant to Canada, said via direct message that he did not agree with her statements.
“Her actions don’t represent me or my values and we haven’t had any contact for over a year,” said Luis Vega.
Vega did not respond to further questions regarding Davidson’s motivations for her video rant or whether he knew her to hold anti-immigrant views.
Global News spoke to a man who identified himself as Davidson’s father and said that she had mental health issues. He did not go into detail.
This story comes just a week after Scheer had to deal with a claim, driven in part by Liberal partisans, that he had hired an actress to say she was supporting him after her bout with cancer. That woman, Adina Katz, has told various media outlets that she had faced online bullying and cruelty.
