The term Sexual Assault is too vague and too powerful.
In the court of public opinion it's always rape first and a hand on the knee is the last thing thought of.
It doesn't delineate.
Except that it does. Wisconsin has four degrees of sexual assault: three felonies and a misdemeanor.

Do they all get prosecuted with the same gusto? You can make as many laws as you want and lots more poor people will end up in jail while the very rich simply pay Lawyers a huge amount of money and that keeps every one making more than $400/hr so when they want to break the law they fly to someplace where it isn't against the law.


The stats for crimes being reported will never be 100% and the conviction ration will never convict 100% that are guilty and let 100% of the innocent ones off. (even though being charges was enough to ruin their lives as that is the intimidation that is used to keep everybody in line.
