He would also need many more degrees as well. By the time he/she was done getting the required degrees he would be 95.
There was a Asimov or Heinlein story about this. They required a president to be competent in all relevant fields. But the knowledge required grew too fast and they found that no 1 human could pass the test and therefore be president. I forget the resolution but it involved a team of helpers and computers helping the designated victim cheat his way in to prevent a constitutional crisis.
A simple master's degree in economics maybe with the equivalent of a Rhodes scholarship would not be too much to ask for the position of Prime Minister.
Economics is only one part of the job.
But an important one. Remember, the Prime Minister is not the entire cabinet. We could require that the Finance Minister possess an equivalent economics degree and that other members of cabinet also possess equivalent qualifications pertinent to their cabinet role even if they must be chosen from outside of Parliament.
