Profits should be reinvested or paid to shareholders. Don't tax reinvestment. Tax the shareholders when they receive a dividend.
It has a lot to do with Gov. regulations chasing industry offshore, In the last 2 years how many mega projects were shut down due to Gov. red tape postponing projects until they miss the ground floor of the market, making them unprofitable. Missing out on multi Billions of tax/royalty dollars not to mention the spin off industries growth, and that's just on the resources side.
And they don't tax dividends? Reinvestments are tax deductions on the most part
