Last year what they said was that there had been so much snow and rain, and the land was so completely saturated, that the only way they wouldn't get flooding this year is if they had no snow. Alas.... they got ridiculous amounts!

No snow in Saskatchewan? They just didn't want to say "and it'll flood again next year too" out loud.

Tonight's CBC News was reporting a dozen communities in north-eastern Saskatchewan were under flood watch. Also reporting subzero temperatures and blizzard conditions in south-eastern Saskatchewan. Oh, they were also reporting extensive grass fires in southern Saskatchewan due to unseasonably dry conditions. Poor people there have aced out Newfoundland for the worst weather in Canada!
