Accirding To This Video, Bolt Ran A 9.3 100m, not 9.53

According to this video, Bolt ran a 9.3 100m. If you watch closely, the sixth place guy ran better than 9.58. You can see clearly Bolt crossing the finish line in 9.3 seconds.

I taped this, but stupidly taped over it, but here it is sports fans. Am I missing something here?

I don't think Bolt is on pills he looks quite natural. But after decades, the TV and official timer are off by over a quarter second? I expect to see Bolt beat his record about every six months or so.
