Now you can pee away that $2515 on additional gas in a pickup truck alone. Not quite the same effect on high income earners.
I believe Bush didn't get his zero dividend rate, but did get something like 15-20%. So if most wealthy draw their income in dividends and pay 15-20% on that income that's a far cry from carrying a large societal burden.
I suspect those paying 85% of the taxes are probably collecting over 95% of the income anyway.
