It's easy. Do what Washington, DC would do, and let them stay for as long as they like. Take as an example Concepcion Picciotto, a veteran activist who has been camped out in Lafayette Park, across the street from the White House, since 1981.

It's the only way I can see for purely preserving the First Amendment.
