Interesting story. An Alberta firm has developed solar street lights for use in developing nations, however the lights are so cost effective that they might be useful in nations with highly developed power grids such as Canada.

According to the story a single solar light can be installed for $1650 compared to $8,000 for conventional lighting and can be installed anywhere. There is no information on how much light is provided by each light compared to conventional lighting.

Bright idea in a tidy package

The article clearly states that solar street lights already exist. The point of the article was that these are a much improved design and they are Canadian.
