I think with Trudeau you can easily tell what things are his ideas and what things are party or advisor ideas. This re-integrating ISIS thing is so out of touch with reality that it couldn't be anything but Trudeau's own idea. There's no way any security advisor would suggest this. They'd be scrambling to find whatever legal way they could to either keep these people from returning or throw them in jail.
You can explain the "transparency" contradictions easily too. All politicians believe in their self-righteousness. They all talk about transparency when they come to power and then the day-to-day maintenance of that power pushes them towards covering things up. When the Conservatives came to power after the sponsorship scandal they touted transparency too. Whenever you have a change in government after one has been in power for a long time, calling for transparency is a go-to slogan.
