This isn't a next scare at all. Anoxic conditions, also known as dead zones, are now a seasonal occurrence in the Gulf of Mexico, and has been the reality for a long time. Fish kills in rivers from agricultural run-off, not new. There are regulations already to deal with this, though enforcement is not nearly sufficient.
