Hello, about canadian employment?

Hi.

I've been wanting to work in Canada for a long time now.
I've tried passing resumes to different companies that posted
vacant job positions in the internet but so far, none of them is giving any
feedback.

Is there any other way to find/apply for a job in a more effective manner?

I think a lot of that would depend on what your skills are.

What are your basic qualifications?

What country are you from and what do you do? People can give you a better idea (hopefully) where the best place to apply might be depending on the size of city. Your work may not need to be in a large city or even a city or you may need a very large city.

First you will have to get a work permit. There are different grades of these depending on what you do and how long you wish to stay.

The job situation in Canada is pretty tight right now. Your best chance is probably to find a company you like and offer to work for them for free for a few months to prove yourself and then work like crazy.

Yes there is : look at the above post ; that's as much as you will get as far as manners and effectivness goes so you may try open up a school that teaches these traits as there is a great need for them in this country .
