Sponsoring my wife

Hi,
I wonder if someone on this forum can point me in the right direction.

I am a naturalised Canadian of Pakistani descent, and on my visit back to Islamabad this summer I met and married my neighbour's sister who was also there on a vist. She stays with her sister in Australia and she lives there on a student visa.

I have to file region specific forms to sponsor as my spouse according to cic website, but do I file from Pakistan or Australia? I don't want to go to a lawyer as they screwed up my case and I don't trust them. Do you think it would be better to just have her come over as a tourist and marry here again and file from here? I don't want to lie in any way.

Any reason why there are different forms for different countries? Isn't that a tad racist?
