Prejudiced, yes. Racism? Maybe, but this specific incident has nothing to do with racism per se.

How is it that All of Canada except Quebec is forced to be bilingual?

Because of the English and French provisions of the Canadian Constitution, which are because fo the Official Languages Act, which is because of the Royal Commission on Bilingualism and Biculturalism, which is because of the notion of two 'founding races'. Though Federal Government services continue to be bilingual nationwide, even in Quebec, since they are exempted from Bil 101.
