I haven't read it yet but on the radio I was ummmm, not stunned but left saying WTF over the 'tar test'. Apparently there is a 2 part test someone from the MTO is to perform to insure the asphalt is a high quality and won't result in potholes after the first winter, which in turn creates more road delays due to construction ad of course, causes the taxpayers more money. Seems the MTO was performing one step of the test, but not the other......

Yes, carbon emissions are a good excuse to harvest more money from an already overstretched citizenry.
