Back to boiling 'wood chips' then, which plant gives off the most carbon monoxide? Rather than make it 'on the go' why not a do it at home boiler and compress the gas into an old propane tank (with appropriate mods) All you would need for heat is a solar powered boiler (Fresnel lens)
Half of those houses would be the 'fuel' then, I doubt if things became that bad that there would be more than 1 vehicle per block.
Obviously a plan that burns up half your fuel to make the other half is not the best solution, during the depression it was used by farmers to run their tractors.
City dwellers even today would love a town car that was just electric, some days I only go 5 miles so I don't need a 200 mile limit.
Today this would be my 'preferred town car' lol

I'm bored because the media presents the optimistic idea that things will change for the better in Arab countries. They are not likely to anytime soon. They need about a dozen revolutions to get any where near modern. The countries in Asia and Africa are extremely conservative and we are now hearing about the same old same old.
Maybe you should find out who is giving them guns instead of tractors? If there has been little progress that is because it has been run the same as Iran was between 1953-1079. The trend is two classes of people, the elite and the poor, no different than their masters, the Royals of old Europe.
