Problems with the testing were detected in the spring of 2005 and yet Williams didn't launch the the inquiry until 2007.
I think Williams has been playing games. Trying to focus attention on Harper is a convenient way to dodge scrutiny of his own government. Obviously his management skills are not all that noteworthy. It's a wonder that he is so popular in Newfoundland.
