A U.S. Senate committee report says abuse of detainees in Iraq, Afghanistan and elsewhere should be blamed on the Bush administration and not on specific American guards and interrogators.
The report from the Senate armed services committee is the result of a two-year investigation.
It directly links President George W. Bush's policies after the Sept. 11, 2001, attacks to the abuse.
The report links legal memos on torture and on changes to interrogation rules with the abuse that was photographed at Abu Ghraib prison in Iraq four years ago.
The report says administration officials publicly blamed the abuses on low-level soldiers but called that "both unconscionable and false."
So what now? Will charges be laid on Bush and his administration after all of this wonderful assesment, or it just more talk and no action?
